APS 40.1 – Types of University Personnel

1.  Purpose

This policy defines the types of University personnel at the University of Washington.

2.  Academic Personnel

Academic Personnel appointees are in academic positions exempt from the provisions of Chapter 41.06 RCW and in the following classifications:

  • Faculty (as defined in the Faculty Code, Chapter 21, Section 21-31)
  • Librarians (as defined in the Librarian Personnel Code)
  • Residents and fellows
  • Postdoctoral scholars
  • Academic staff—this category includes other academic appointees (as identified by the Office of Academic Personnel and not already represented in the aforementioned categories) who deliver instruction and/or conduct research or scholarship including, but not limited to, those with the title of “Extension Lecturer” in the UW Continuum College and “Educator” in the College of Education. Academic student employees are not included.

Administration of personnel policies for academic personnel shall be through the Provost and Executive Vice President for Academic Affairs.

3.  Professional Staff

Professional staff employees are in positions exempt from the provisions of Chapter 41.06 RCW and covered by the University of Washington Professional Staff Program.

The Vice President for Human Resources is responsible for administration of the Professional Staff Program and for the development and administration of other policies governing the employment of professional staff employees.

4.  Classified Staff

The Vice President for Human Resources is responsible for development and administration of policies governing the employment of classified staff employees.

A.   Contract Classified

Contract classified employees are in positions covered by a collective bargaining agreement covered by Washington State collective bargaining provisions in Chapter 41.80 RCW and are in job classifications administered by the University.

The Vice President for Human Resources is responsible for the collective bargaining process and labor contract management for contract classified staff employees.

B.   Classified Non-Union

Classified non-union employees are in positions covered by the provisions of Chapter 41.06 RCW and Title 357 WAC and are in job classifications administered by the state of Washington.

5.  Student Employees

Student employees are University students employed in accordance with the provisions established in Employment and Administrative Policies, Chapter 104.

The Vice President for Human Resources is responsible for the development and administration of policies governing the employment of student employees except for those responsibilities that have been delegated to another University officer such as the Work Study Officer.

6. Academic Student Employees

Academic student employees are appointed to positions covered by the provisions of the collective bargaining agreement between the University and the United Automobile, Aerospace and Agricultural Implement Workers of America (UAW), AFL-CIO, and its Local Union 4121.

The Vice President for Human Resources is responsible for the collective bargaining process and labor contract management for academic student employees.

7.  Other Staff Exempt from Civil Service

These employees are composed of other University positions that are exempt from civil service in accordance with the provisions of RCW 41.06.070 and who are not in the UW Professional Staff Program and do not hold an academic appointment. This group includes both represented and non-represented employees such as, but not limited to, professional staff limited term project positions.

The Vice President for Human Resources is responsible for the development and administration of policies governing the employment of other staff employees who are exempt from civil service, except for responsibilities that have been delegated to another University officer.

A.  Non-Represented Staff

1.  Hall Health Physicians

Hall Health Physicians are employees in positions exempt from civil service in accordance with the provisions of RCW 41.06.070 and who work at the Primary Care Clinic at Hall Health and are covered by the terms of the Hall Health Primary Care Center Physician Personnel Program created under the provisions of RCW 28B.20.130(2).

2.  Intercollegiate Athletic (ICA) Contract Staff

ICA contract employees are sports coaches, trainers, and other employees in positions exempt from civil service in accordance with the provisions of RCW 41.06.070 and who are covered by the terms of the ICA Personnel Program for Contract Staff created under the provisions of RCW 28B.20.130(2).

B.  Represented Staff

1.  Printing Craft Employees

Printing craft employees are in positions exempt from civil service in accordance with the provisions of RCW 41.06.070(2)(c) and are covered by the collective bargaining agreement between the University and Teamsters 117 Print Craft.

The Vice President for Human Resources is responsible for the collective bargaining process and labor contract management for printing craft employees.

2.  KUOW Radio Employees Represented by SAG-AFTRA

Certain KUOW Radio employees are in positions exempt from civil service in accordance with the provisions of RCW 41.06.070 and are also covered by the collective bargaining agreement between the University and the Screen Actors Guild – American Federation of Television and Radio Artists (SAG-AFTRA).

The Vice President for Human Resources is responsible for the collective bargaining process and labor contract management for KUOW Radio employees represented by SAG-AFTRA.

3.  Institute for Health Metrics and Evaluation (IHME) Employees Represented by SEIU 925

Certain IHME non-supervisory employees are in positions exempt from civil service in accordance with the provisions of RCW 41.06.070, not excluded from bargaining unit representation under RCW 41.56.021, and covered by the collective bargaining agreement between the University and the Service Employees International Union 925 bargaining unit SEIU 925-IHME.

The Vice President for Human Resources is responsible for the collective bargaining process and labor contract management for the civil service exempt IHME employees represented by SEIU 925.
