1. Explanation of Materials Published in this Resource
The resource known as the Faculty Code and Governance includes the following parts:
- The University Faculty—This part establishes the authority of the University’s faculty and its allocation of powers and duties.
- Faculty Code—This part provides for the organization and functioning of the University’s faculty.
- Senate By-Laws—This part contains the rules governing procedures of the Faculty Senate.
- Faculty Councils, Committees, and Representatives—This part includes a delineation of rules and mandates pertaining to these groups and individual positions.
- Policies Relating to Terms and Conditions of Employment—This part includes various policies affecting faculty employment.
2. History of the Material Prior to Publication in this Resource
Prior to being published here in the UW Policy Directory website beginning December 2010, these policies were part of the University Handbook, Volume 2. The University Handbook was published as a hard copy binder from 1969 until 1999 and as a standalone website from 1994 until December 2010. Prior to the establishment of the University Handbook, the Faculty Senate produced the Faculty Handbook, an annual publication of policy and administrative information.
3. History of Revisions, Source Abbreviations Used, and Information Related to these Materials
The revision history of materials in the Faculty Code and Governance resource is located at the end of each section, if known. Sections within the Faculty Code and Governance resource can be initiated, amended, and repealed independent of the chapter in which they appear, and so contain separate revision histories.
Source abbreviations identify the authority or means by which these policies have been adopted and revised. In addition to some specific historical references, source abbreviations used in the Faculty Code and Governance history of revisions are as follows:
AI—Administrative Information: An informational statement prepared by a relevant University office or official of the administration.
BR—Board of Regents: An action or ruling of the Board of Regents.
HC—Housekeeping Change: A housekeeping change is a permanent modification of the Faculty Code for one of the following purposes: 1) To correct inaccurately transcribed text of the Faculty Code, including amendments; or 2) To update names of officials or addresses.
Housekeeping changes may be proposed by the Secretary of the Faculty and are subject to approval by a majority vote of the Senate Executive Committee. They become effective immediately upon such approval.
RC—Rules Coordination: The University Policy & Rules Office publishes simple housekeeping amendments to the Faculty Code and Governance that correct typographical errors; make address, name, or contact information changes; or clarify language without changing its effect. All housekeeping amendments to the Faculty Code and Governance are first reviewed and approved by the Secretary of the Faculty.
S-A #—Faculty Class A Legislative Action: Faculty Senate Class A legislative referendum action with Presidential approval is limited to amendment of the Faculty Code (Chapters 21-29), together with the number and date of the relevant Class A Bulletin.
S-B #—Faculty Class B Legislative Action: Faculty Senate Class B legislative action with Presidential approval, normally effective without referendum, together with the number and date of the relevant Class B Bulletin.
S-C #—Faculty Class C Non-Legislative Action: Non-legislative Faculty Senate Class C actions become effective upon adoption by the Senate, together with the number and date of the relevant Class C Bulletin in which the action is announced.
Section 13-31—The Enacting Clause: The April 16, 1956 enacting clause by which, under state statutes and with approval of the Board of Regents and of the President, provisions of the 1952 Faculty Handbook were revised and brought into their present numbering format by faculty referendum.

4. Organization and Numbering System Used in this Resource
Within this resource, each section is designated by a four-digit number. The first two digits of the section number correspond with the chapter number in which the section appears. Thus, Section 22-31 will be found in Chapter 22. The last two digits of the section number indicate the section within the chapter; Section 42-31 for example, indicates Section 31 within Chapter 42.
In the former University Handbook, Sections 11 through 19 of any given chapter were reserved for resolutions of the Board of Regents (these are now located in the Board of Regents Governance resource), and likewise, Sections 21 through 29 of each chapter were reserved for executive orders of the President (these are now located in the Presidential Orders resource). Within the Faculty Code and Governance resource, where an executive order or Regent policy is relevant, they are included as cross-reference citations in the text or at the end of that chapter.
Faculty Senate actions were, and continue to be, contained within the range of section numbers 31-99 in any given chapter. Thus, within the Faculty Code and Governance, except for historical sections or cross-references, most chapters begin with Section 31. The sections within a chapter, however, are not always numbered consecutively; there are gaps between section numbers for later additions.

6. How to Add New, or Revise or Remove Existing Material Located in this Resource
All materials contained in the Faculty Code and Governance resource are matters for the University faculty to adopt, revise, or repeal as actions of the Faculty Senate, or one of its councils or committees, as determined by its procedures. The University Policy & Rules Office is responsible for publishing the Faculty Code and Governance as directed by the Secretary of the Faculty (see Executive Order No. 47).
