Officers of the University
Pursuant to Board of Regents Governance, Bylaws, Article V, which recognizes the President’s authority to designate officers of the University, the President hereby delegates authority to certain officers of the University (officers). These officers are designated by the President to carry out institutional responsibilities and to establish policies, procedures, and standards within their respective areas of responsibility.
All officers are expected:
- In consultation with the UW Division of the Attorney General’s Office, to ensure compliance with all applicable laws and regulations in the officer’s designated area of authority;
- In consultation with the Policy and Rules Office, maintain, review, and update policies and procedures to ensure ongoing compliance and effective operations;
- Collaborate with and seek input from University leadership and designated governance structures as the officers carry out delegated responsibilities;
- Consult specifically with UW Bothell, UW Tacoma, and UW Medicine to ensure that policies, procedures, and standards accommodate efficient and effective operations for each campus and the health system. Where disputes arise, the President or the President’s designee will resolve the dispute.
Notwithstanding these delegations of authority, each designated officer is expected to consult with the President on matters that reasonably warrant the President’s direct involvement, and on any instrument deemed appropriate for regental consideration prior to execution.
1. The Provost and Executive Vice President for Academic Affairs
As Executive Vice President for Academic Affairs, the Provost serves as the University’s chief academic and budget officer, as outlined in EO No. 4, and functions as the President’s designee in the President’s absence. The Provost has authority to subdelegate to unit heads the adoption of policies, procedures, and standards within their respective areas, provided that University wide policies are maintained in accordance with requirements set by the Board of Regents, the President, or the Faculty Code.
2. The Chancellors
The Chancellors of UW Bothell and UW Tacoma are designated as the executive heads of their campuses and report to the President regarding administrative affairs. Their academic structures and delegations are included in EO No. 71 and EO No. 72.
As the executive heads of their respective campuses, they are responsible for ensuring efficient and effective campus operations and financial oversight.
The Chancellors are delegated authority to adopt campus-specific policies and procedures to ensure the effective operations of their campuses, so long as these policies and procedures are not in conflict with University wide policies and are consistent with or specifically exempted from policies, procedures, or standards set by other officers designated in this order. Where disputes arise, the President or the President’s designee will resolve the dispute.
The Chancellors are authorized to designate government relations personnel, provided such personnel is employed by the University and coordinates with the Vice President for External Affairs to ensure alignment on overall University advocacy objectives. Hiring of contractual government relations personnel must be coordinated with and managed through the Vice President of External Affairs.
3. Senior Vice President for University Advancement
The Senior Vice President for University Advancement (SVP UA) is designated as the officer responsible for oversight of solicitation of private funds for the University, coordination and counsel for University school, college, and campus advancement programs, alumni and constituent relations, and University wide marketing and communications. The SVP UA also oversees receiving, receipting, and reporting to the Board of Regents all gifts made to the University. The SVP UA serves ex officio as President of the University of Washington Foundation Board of Directors and is a member of the University of Washington Alumni Association Board of Trustees and assists the President in stewarding these entities and their governance structures on behalf of the University.
The SVP UA has delegated authority to set policies, procedures, and standards for gift evaluation, award, management, and acceptance provided University wide policies comply with requirements set by the Board of Regents, the President, or the Faculty Code.
4. Senior Vice President for Finance, Planning & Budgeting, Chief Financial Officer
The Senior Vice President for Finance, Planning & Budgeting is designated as the University’s Chief Financial Officer (CFO) and the officer responsible for the stewardship of the University’s resources, including accountability for the University’s financial performance in alignment with its mission and goals.
The CFO has delegated authority to set policies, procedures, and standards for all areas of finance and budget planning and management including but not limited to financial controls, accounting, audits, asset management, debt issuance, student fees, student financial services, procurement, payroll, and merchant services provided that University wide policies comply with requirements set by the Board of Regents, the President, or the Faculty Code.
In consultation with the CEO UW Medicine, the Chancellors, or their respective designees, the CFO may grant exemptions or exceptions to policies, procedures, and standards to ensure effective campus or health system operations.
5. The Vice President for Human Resources
The Vice President for Human Resources (VPHR) is designated as the officer for human resources and employment functions. The VPHR is responsible for ensuring institutional compliance with applicable laws and regulations related to human resources and for establishing the structures and systems necessary to carry out and deliver human resources programs and services.
The VPHR has delegated authority to set policies, procedures, and standards for benefits, compensation, exemption from civil service, labor relations, professional development, employee relations, recruitment and employment, human resources information systems and data management, leaves and accommodations provided that University wide policies comply with requirements set by the Board of Regents, the President, or the Faculty Code.
In consultation with the CEO UW Medicine, the Chancellors, or their respective designees, the VPHR may grant exemptions or exceptions to policies, procedures, and standards to ensure effective campus or health system operations.
6. Vice President for Information Technology, Chief Information Officer
The Vice President for Information Technology is designated as the University’s Chief Information Officer (CIO) and the officer responsible for management of the University’s enterprise information technology infrastructure and services, including administrative systems and information management, networking, telecommunications, data centers, information security and privacy, academic and collaborative applications, accessible technology, customer service, information technology systems operations and engineering, and technology business continuity.
The CIO has delegated authority to set policies, procedures, and standards for information management, networks, data centers, telecommunications, information security, and technology management provided University wide policies comply with requirements set by the Board of Regents, the President, or the Faculty Code.
In consultation with the CEO UW Medicine, the Chancellors, or their respective designees, the CIO may grant exemptions or exceptions to policies, procedures, and standards to ensure effective campus or health system operations.
7. Vice President for External Affairs
The Vice President for External Affairs (VPEA) is designated as the officer for government relations at the federal, state, and regional levels. The VPEA, with final approval from the President, oversees the University’s annual federal and state agendas and compliance with all applicable lobbying laws and regulations.
The VPEA has delegated authority to hire contractual employees to support the University’s advocacy work provided it is within approved budget and financial plans. If it is outside approved budget and financial plans, approval is required by the President or the President’s designee.
8. Vice President for Student Life
The Vice President for Student Life (VPSL) is designated as the officer responsible for overseeing the general health and welfare of the students at UW Seattle, including non-academic services for students, extra-classroom learning opportunities, supervision of the activities of student organizations, student conduct and discipline, and assistance to students with personal, social, and adjustment challenges.
The VPSL has delegated authority to set student policies provided University wide policies comply with requirements set by the Board of Regents, the President, or the Faculty Code.
